The Island, the Fuel Ship, and the Filter: Why Cuba's Energy Blockade Exposes Washington's Latin America Doctrine
On Friday morning a Russian fuel tanker docked in Havana after four months of dry berths. Hours later, Colombia's president compared Washington's Latin America policy to the genocides of 1933. Read together, the two signals describe a hemispheric policy the wires refuse to name.
